Gentlemen of the Press,
It is with great pleasure that I warmly welcome you all to the 2026 Ministerial Press Briefing, commemorating the seventh year of purposeful, visionary, and transformative leadership of Governor Babajide Olusola Sanwo-Olu. Lagos State Governor.
Today’s engagement provides another valuable opportunity to reflect on the remarkable strides recorded by the Lagos State Ministry of Tourism, Arts and Culture in advancing the State’s cultural, creative, hospitality, entertainment, and tourism ecosystem in line with the fifth pillar, “Entertainment and Tourism.” of Mr. Governor’s THEMES+ Agenda.
As one of the critical drivers of socio-economic growth and cultural identity, the Ministry remains committed to developing and implementing progressive policies and initiatives that position Lagos as Africa’s foremost destination for tourism, hospitality, entertainment, arts, culture, and creative enterprise. Through strategic collaborations, innovative programming, and deliberate investments in the creative economy, we continue to unlock opportunities that empower talents, stimulate entrepreneurship, preserve our heritage, and attract global attention to Lagos State.
In carrying out its mandate, the Ministry works through its Agencies and heritage institutions viz: Lagos State Council for Arts and Culture, the Lagos State Film and Video Censors Board, J. Randle Centre for Yoruba Culture and History,
Badagry Heritage Museum, Vlekete Slave Market Museum, Freedom Park, Lagos and Glover Memorial Hall, Lagos Island. These institutions serve as custodians of our rich history and cultural legacy, and vibrant hubs for artistic expression, educational, leisure, and tourism development.
Over the past year, the Ministry has significantly expanded its reach and impact through strategic local and international partnerships, innovative festivals and cultural initiatives, capacity-building programmes, and tourism-driven engagements that have continued to showcase the richness, resilience, and diversity of Lagos. These efforts have further strengthened the hospitality and creative sectors while creating sustainable opportunities for young people and industry practitioners.
Today, I am proud to present our key achievements, milestones, and transformational initiatives recorded by the Ministry within the last twelve months. These accomplishments are a testament to the unwavering commitment of the Sanwo-Olu administration to building a globally competitive creative and tourism economy and firmly establishing Lagos as the Hospitality, Entertainment, Creative, and Tourism Capital of Africa.
HISTORIC EYO FESTIVAL CELEBRATION
After a decade, the Lagos State Government revived one of the State’s most iconic cultural traditions, the Adamu Orisha Play, popularly known as the Eyo Festival, as part of efforts to celebrate distinguished personalities whose lives were devoted to the service and development of Lagos State and Nigeria at large.
Held on Saturday, 27th December 2025, the 73rd Adamu Orisha Play honoured four eminent Lagosians whose legacies of leadership, service, vision, and patriotism continue to inspire generations. They were the late Iyaloja-General, Chief (Mrs.) Abibatu Mogaji; the late Brigadier-General Mobolaji Johnson; the late Alhaji Lateef Jakande; and the late Sir Michael Otedola.
These revered statesmen and woman made remarkable contributions that transcended regional and community boundaries, helping to shape the social, political, and economic landscape of Lagos State and Nigeria. Their sacrifices, courage, and enduring vision strengthened the foundation upon which the progress and prosperity enjoyed today continue to stand.
The Eyo Festival, a globally recognized cultural heritage event of Lagos State, featured a colorful display of tradition, pageantry, and history. The procession of Eyo masquerades, elegantly adorned in white robes and carrying the symbolic Opambata staffs, reflected purity, honor, and reverence for tradition while showcasing the rich cultural identity and heritage of Lagos.
Beyond its cultural significance, the festival further reinforced efforts to preserve indigenous traditions, promote tourism, strengthen community identity, and project Lagos as a vibrant centre of arts, culture, and heritage on the global stage. The festival also impacted the State’s economy through fashion, food, artisans, music etc.
2026 LAGOS FANTI CARNIVAL: CELEBRATING AFRO-BRAZILIAN HERITAGE
The Lagos State Government, through the Ministry of Tourism, Arts and Culture, successfully hosted the 2026 Lagos Fanti Carnival on 6th April 2026 at the iconic Tafawa Balewa Square, Lagos Island, reaffirming its commitment to preserving and promoting the rich cultural heritage of the State.
The vibrant cultural celebration, rooted in the history and traditions of Afro-Brazilian returnees in Lagos, came alive through a spectacular display of colorful ceremonial costumes, music, dance, and artistic expressions representing the seven historic communities that form the foundation of the Fanti tradition. Each group proudly brought its unique history, identity, and cultural legacy to life along the carnival parade route, creating an atmosphere of unity, pride, and celebration.
The event attracted thousands of residents, tourists, cultural enthusiasts, and international visitors from across the world, further strengthening Lagos’ reputation as Africa’s leading destination for arts, culture, entertainment, and tourism.
More than just a cultural parade, the Lagos Fanti Carnival represented a profound reconnection with history and identity. Originating from the Brazilian Quarters of Lagos Island, the carnival pays homage to formerly enslaved Africans who returned from Brazil in the 19th century, bringing with them a remarkable blend of Afro-Brazilian heritage expressed through music, dance, fashion, cuisine, architecture, and spirituality. Over the decades, this cultural fusion has become an integral part of the social and cultural fabric of Lagos.
This year’s edition featured an extraordinary showcase of traditional processions, live musical performances, samba-inspired dance troupes, capoeira displays, theatrical presentations, and heritage exhibitions curated by Afro-Brazilian descendant associations. The carnival transformed Lagos Island into a vibrant tapestry of rhythm, colour, storytelling, and shared history, connecting generations and continents through culture and collective memory.
Beyond its cultural significance, the Lagos Fanti Carnival continued to serve as a strategic platform for boosting tourism, stimulating the local economy, promoting international cultural exchange, and creating opportunities within the hospitality, fashion, entertainment, and creative industries. The event also reinforced investment prospects in heritage preservation and diaspora tourism.
Indeed, the Lagos Fanti Carnival is more than a festival; it is a celebration of resilience, identity, creativity, and economic empowerment. With over 40,000 participants and spectators in attendance, the event offered visitors an authentic opportunity to experience the soul of West Africa through the unique lens of Lagos’ Afro-Brazilian legacy.
As Nigeria’s commercial and cultural capital, Lagos continues to distinguish itself not only as a tourism destination but also as a dynamic economic hub driven by innovation, creativity, trade, and a thriving entertainment industry. Through initiatives such as the Lagos Fanti Carnival, the State Government remains committed to leveraging culture and tourism as vital tools for economic growth, global visibility, and sustainable development.

9TH ALL AFRICA MUSIC AWARDS – AFRIMA
The Lagos State Government, through the Ministry of Tourism, Arts and Culture, hosted the 9th All Africa Music Awards (AFRIMA), further cementing Lagos as Africa’s creative capital. AFRIMA remains Africa’s premier platform for celebrating musical excellence while driving cultural diplomacy, youth empowerment, and tourism across the continent.
The 2026 edition featured a week-long programme with the African Music Business Summit, African Music Village concert, and a global broadcast awards ceremony.
The event brought together artists, industry leaders, and policymakers, reinforcing Lagos’ role as the hub for Africa’s creative economy and cultural expression.
COLLABORATIONS, ENDORSEMENTS, SPONSORSHIPS, AND SUPPORT
This year, the Ministry, through its Creative Arts Department, significantly expanded its support for the creative and cultural sector by sponsoring over Two Hundred and One (201) events, festivals, and programs, representing a notable increase from the One Hundred and Forty-Three (143) initiatives supported in the previous year.
In furtherance of its commitment to strengthening the creative ecosystem, the Ministry also issued endorsement letters to more than One Hundred and Fifty-Nine (159) creative stakeholders, providing institutional support to aid their engagement with sponsors and development partners for the successful execution of their projects and initiatives.
This sustained investment underscores the unwavering commitment of the Lagos State Government to positioning Lagos as Africa’s leading hub for arts, culture, entertainment, and tourism. The supported initiatives cut across community festivals, cultural showcases, entertainment events, fashion weeks, art exhibitions, industry engagements, youth empowerment programs, and international tourism summits.
Collectively, these initiatives have continued to make significant contributions to cultural preservation, economic growth, job creation, tourism development, and global media visibility. They also reinforce the identity of Lagos as a vibrant creative capital and one of the most dynamic cultural destinations on the African continent.

STAKEHOLDERS ENGAGEMENT AND COLLABORATION
The Ministry has continued to strengthen its symbiotic relationship with stakeholders across the tourism, creative, entertainment, and hospitality ecosystem through sustained collaboration, stakeholder engagement, and strategic partnerships aimed at advancing the sector’s growth and competitiveness.
In line with the fifth pillar of the THEMES+ Agenda, “Entertainment and Tourism,” the Ministry has consistently developed, reviewed, and refined policies that provide a strategic framework for tourism and creative industry activities in Lagos State. These efforts have been complemented by the implementation of impactful programmes and projects designed to enrich the experiences of residents and visitors alike, while contributing meaningfully to the socio-economic development of the State.
As part of its inclusive governance approach, the Ministry has maintained regular engagement with stakeholders within the tourism, hospitality, and creative sectors to identify pressing challenges, evaluate emerging opportunities, and explore practical areas for government intervention and collaboration. This consultative process ensures that policy formulation and implementation remain inclusive, data-driven, and responsive to the realities and aspirations of industry practitioners.
In furtherance of this commitment, the Ministry hosted the Tourism and Hospitality Stakeholders Engagement Summit on Thursday, 27th November 2025, at the Lagos Continental Hotel, Victoria Island, under the theme: “Unlocking the Potential and Opportunities of Lagos Tourism: Collaboration and Partnership for a Greater Lagos.” The summit brought together key players, investors, policymakers, operators, and development partners to deliberate on strategies for strengthening the tourism value chain and positioning Lagos as a globally competitive tourism destination.
Additionally, the Ministry actively participated in several high-profile local and international tourism and creative industry platforms, including the Eko International Film Festival, Africa Hospitality and Tourism Education Summit (AHTES), GITEX Global Exhibition, Travelpreneur Conference and Expo, Ghana Expo, AKWAABA African Travel Market, and FELABRATION, among others.
These engagements have continued to enhance visibility for Lagos State, foster strategic alliances, attract investment opportunities, and reinforce the State’s position as Africa’s leading hub for culture, entertainment, hospitality, and tourism innovation.
HOSPITALITY LICENSING AND REGISTRATION SCHEME
HOTEL LICENSING AND REGULATORY REFORMS
The Hotel Licensing Department of the Ministry has continued to drive strategic reforms aimed at strengthening the tourism and hospitality sector through improved regulation, ease of doing business, and enhanced investor confidence.
As part of these efforts, the Ministry is currently working towards harmonizing existing tourism laws, permits, and licensing fees to eliminate duplication, reduce conflicting regulatory requirements, and simplify operational processes for hospitality businesses across Lagos State. This initiative is designed to consolidate multiple charges and eradicate unnecessary levies, thereby creating a more business-friendly environment capable of attracting increased investment into the State’s tourism and hospitality industry.
In furtherance of its commitment to ensuring registration compliance and developing a comprehensive database of tourism and hospitality establishments, the Ministry commenced an extensive enumeration exercise across the State. So far, over 500 establishments have been successfully captured, marking a significant milestone in the State’s drive towards effective regulation, sectoral planning, and sustainable tourism development.
The ongoing registration and licensing exercise will not only promote regulatory compliance and standardization within the industry but will also provide operators with greater access to government support, industry opportunities, and structured engagement with relevant stakeholders. This initiative aligns with the broader vision of the Lagos State Government to position Lagos as a leading tourism and hospitality destination in Africa.
MONUMENTS AND MUSEUM MANAGEMENT
In line with its statutory mandate to preserve, protect, and promote the rich cultural and historical heritage of Lagos State for future generations, the Ministry has continued to intensify efforts in the management and development of monuments, museums, and heritage sites across the State.
The Ministry oversees a wide range of projects involving the construction, installation, restoration, rehabilitation, and maintenance of historical monuments and heritage infrastructure. These initiatives are aimed at preserving the State’s cultural identity, enhancing historical awareness, promoting tourism, and ensuring that Lagos continues to celebrate and showcase its unique history and cultural legacy to both residents and visitors.
During the period under review, the Ministry recorded significant milestones in the preservation and promotion of the State’s cultural heritage through the unveiling and installation of notable monuments and sculptural works across Lagos State.
Among the monuments unveiled were:
i The Eyo Statue at the J. Randle Centre for Yoruba Culture and History, Onikan, which was officially commissioned by His Excellency, Mr. Babajide Olusola Sanwo-Olu, Governor of Lagos State, on Friday, 26th December 2025. The monument stands as a powerful symbol of Lagos’ rich cultural heritage and the enduring legacy of the iconic Eyo Festival.

INSTALLATION OF ALTERNATIVE POWER SUPPLY

RECONSTRUCTION OF OREGUN THEATRE
The Lagos Theatre, Oregun, is undergoing major reconstruction and modernization. Upon completion, the facility will be fully upgraded with state-of-the-art equipment, expanded capacity, and improved infrastructure.
The revamped theatre is designed to meet the needs of performers, audiences, and staff, positioning it as a world-class cultural and performing arts centre in Lagos State.
WORKING TOUR TO BADAGRY AND COTONOU, REPUBLIC OF BENIN
A delegation from the Lagos State Government, comprising the Chairman, Lagos State House of Assembly Committee on Tourism, Arts and Culture, Hon. Solomon Bonu; the Special Adviser to the Governor on Works, Engr. Adekunle Olayinka; the Permanent Secretary, Ministry of Tourism, Arts and Culture, Mrs. Bopo Oyekan-Ismaila; management officials of the Ministry; the Managing Director/Chief Executive Officer of Sageto Nigeria Limited, Engr. Salim Abou Jaoude; and my humble self, embarked on a two-day working tour from Badagry to Cotonou, Republic of Benin, from 17th to 18th March 2026.
The working visit was aimed at strengthening heritage preservation initiatives and enhancing tourism development efforts in Badagry, which remains home to some of the most significant transatlantic slave trade heritage sites in West Africa.
As part of the tour, the delegation visited notable historical and cultural landmarks in Ouidah, including the Point of No Return, the Slave Market, and the iconic Amazon Statue, to understudy global best practices in heritage tourism, cultural preservation, and immersive visitor experiences.

AMERICAN ENTERTAINER CIARA PRINCESS WILSON AT LAGOS FASHION WEEK
Lagos State Governor, Mr. Babajide Olusola Sanwo-Olu, alongside members of the State Executive Council, joined international superstar and Grammy Award-winning artiste, Ciara Princess Wilson, at the Lagos Fashion Week.
The event also featured the ceremonial closing bell at the Nigerian Exchange Group trading floor, symbolising the strong intersection between creativity, enterprise, and economic growth.

AFRICAN MARKET PLACE DUBAI 2025
The maiden edition of the African Marketplace Dubai was held from 12th to 15th November 2025 at the Grand Hyatt Hotel, Dubai.
The Lagos State Ministry of Tourism, Arts and Culture supported the event to promote Lagos heritage and showcase Africa’s creative potential on the global stage.
A delegation led by the Permanent Secretary, alongside senior management staff, represented the State at the exhibition. The event was organized by the Ibukun Awosika Leadership Academy (IALA), providing a platform that connects African and Caribbean brands with international buyers and investors while celebrating African culture. Over 150 participants from Lagos State were in attendance, reinforcing Lagos’ position as a cultural and economic powerhouse driving Africa’s creative economy.
GRAMMY LIFETIME ACHIEVEMENT RECOGNITION – FELA ANIKULAPO-KUTI
The Ministry participated in the posthumous recognition of Afrobeat pioneer, Fela Anikulapo-Kuti, who was honoured with the Grammy Lifetime Achievement Award on 31st January 2026 in Los Angeles.
This historic recognition, the first of its kind for an African artist, marked a defining moment for Lagos, Nigeria, and the African continent.
It further reaffirmed the Ministry’s commitment to preserving Fela’s enduring legacy while promoting Lagos as the global cradle of Afrobeat and a centre of cultural excellence.
COURTESY VISIT BY THE CANADIAN DEPUTY HIGH COMMISSIONER
The Deputy High Commissioner of Canada, Mr. Carlos Rojas Arbulú, paid a courtesy visit to the Special Adviser on Tourism, Arts and Culture.

LAGOS MAKES WAVES IN GLOBAL ELECTRIC RACING
The E1 Lagos GP is Africa’s first-ever all-electric powerboat race and Lagos is making it a permanent fixture on the global sporting calendar.
E1 is the world’s first all-electric race boat championship, launched by Alejandro Agag, founder of Formula E and Extreme E, and Rodi Bass, former Formula 1 engineer. The series features the futuristic Race Bird boats zero-emission, foiling electric craft that hit speeds of over 90km/h while producing no carbon emissions. Backed by global icons like Tom Brady, Rafael Nadal, Didier Drogba, and LeBron James, E1 blends high-speed sport with sustainability and marine conservation.
Lagos’ Historic Role
Lagos made history in 3rd – 5th October 2025 as the first African city to host an E1 race.
The Lagos GP drew record crowds and an electric atmosphere on Five Cowrie Creek, with Team Brazil claiming the inaugural Lagos victory. Governor Babajide Sanwo-Olu flagged off the race at Lagos Motor Boat Club, Ikoyi, calling it a milestone for clean energy, innovation and youth empowerment.

The Lagos Tourism Naija Brand Chick (NBC) Trade Fair was a three-day event designed to showcase the diverse range of products and services offered by local vendors, while also promoting Lagos State as a premier destination for tourism and cultural experiences.

EKO ARTS AND CRAFTS COMPETITION (MAIDEN EDITION)
On Tuesday, 28th October 2026, the Ministry, through the Office of the Senior Special Assistant to the Governor on Tourism, Arts and Culture, Damilola Ayinde-Marshal, Esq., organised the maiden edition of the Eko Arts and Crafts Competition.
The competition, themed “My Lagos, My Arts,” was designed to promote creativity, cultural expression, and artistic innovation among young people across the State.
The initiative recorded a total of 153 entries from participants drawn from primary, secondary, and tertiary institutions across Lagos State.
The competition provided a platform for nurturing young talent, encouraging creative excellence, and reinforcing Lagos State’s commitment to arts development and cultural preservation.
TWELFTH AMVCA 2026
The Governor of Lagos State, Babajide Olusola Sanwo-Olu, attended the 12th edition of the Africa Magic Viewer’s Choice Awards held at Eko Hotel & Suites on Saturday, 10th May 2026, where he reaffirmed the State Government’s commitment to supporting the growth of the creative and entertainment sectors.
Governor Sanwo-Olu also seize the opportunity of the event to reiterate his administration commitment sustained investment in policies and initiatives that will strengthen Hollywood and the broader creative ecosystem.
He further identified piracy as a major challenge confronting the industry and called for stronger collaboration among stakeholders to protect intellectual property rights and ensure sustainable growth within the sector.
ACTIVITIES OF THE LAGOS STATE COUNCIL FOR ARTS AND CULTURE (LSCAC)
Supervised by the Ministry of Tourism, Arts and Culture, the Lagos State Council for Arts and Culture (LSCAC) serves as the State’s principal agency responsible for coordinating, promoting, and regulating arts and cultural development.
As the leading advisory and policy implementation body for arts, heritage, and cultural affairs in Lagos State, the Council plays a vital role in shaping cultural initiatives, preserving indigenous heritage, and promoting creative expression across diverse platforms.

WORLD THEATRE DAY CELEBRATION
To commemorate World Theatre Day on 27th March, the Council staged a theatrical performance titled “Birthdays Are Not for Dying” at the J. Randle Centre for Yoruba Culture and History, Onikan, Lagos Island.
The production reinforced the importance of theatre as a powerful medium for storytelling, cultural expression, and social reflection, while also showcasing local creative talent.
WORLD CULTURE DAY ADVOCACY PROGRAMME
In furtherance of its statutory mandate to preserve, promote, and reposition culture as a catalyst for social development, the Lagos State Council for Arts and Culture marked the 2025 World Culture Day with an advocacy programme held on 14th November 2025 at NECA House.
The programme, themed “Appraising Emerging Cultural Practices in Contemporary Nigeria,” provided a strategic platform for cultural stakeholders, scholars, practitioners, and policy influencers to examine evolving cultural expressions within Nigeria’s contemporary socio-economic landscape.
World Culture Day serves as a global platform for intercultural dialogue, strengthening cultural identity, and promoting appreciation of diverse traditions in a rapidly changing world. The 2025 edition critically examined the impact of globalization, technology, urbanisation, and generational shifts on indigenous cultural values and practices.
NATIONAL FESTIVAL OF ARTS AND CULTURE (NAFEST) 2025
The 37th edition of the National Festival of Arts and Culture (NAFEST) 2025, themed “Connected Culture,” was held in Enugu from 22nd to 29th November 2025.
NAFEST remains Nigeria’s foremost cultural convergence platform, fostering national unity, cultural exchange, and creative excellence among participating states.
The Lagos State Council for Arts and Culture fully mobilised a strong contingent of artists, performers, and cultural ambassadors to represent the State and showcase Lagos’ rich, diverse, and dynamic cultural heritage on the national stage.
2025 CULTURE QUIZ COMPETITION
On Wednesday, 15th October 2025, the Lagos State Council for Arts and Culture organised the 2025 Inter-Secondary Schools Cultural Quiz Competition as part of its ongoing commitment to promoting cultural literacy and heritage education among young people in Lagos State.
The competition featured outstanding students from Vetland Senior Grammar School, Ifako-Ijaiye; Oriwu Senior Model College, Igbogbo; and Gbaja Girls Senior High School, Surulere. It provided a dynamic platform for participants to demonstrate their knowledge of Nigerian history, indigenous traditions, festivals, arts, notable historical figures, and national monuments.
After a keenly contested series of rounds, Oriwu Senior Model College, Igbogbo, emerged as the overall winner, distinguished by exceptional performance and teamwork. The school received a trophy, certificates of excellence, and educational materials. All participating schools were also presented with certificates of participation and commendation awards.
The 2025 edition reaffirmed the Council’s commitment to nurturing future custodians of Nigeria’s cultural heritage. Through intellectually engaging programmes, the Council continues to strengthen cultural awareness, inspire academic excellence, and develop culturally conscious young leaders in Lagos State.
MASTER CLASS ART EXHIBITION (SERIES 1)
On 19th September 2025, the Lagos State Council for Arts and Culture hosted the Master Class Art Exhibition (Series 1) at the J. Randle Centre for Yoruba Culture and History, Lagos Island.
The exhibition, themed “Empowering Future Legacy Through Art,” celebrated the vibrant creativity of contemporary artists across various artistic mediums. It highlighted the importance of mentorship in shaping future generations while preserving Nigeria’s rich artistic heritage.
The exhibition featured a compelling blend of masterpieces from established artists alongside works from emerging talents. It served as a continuous platform to bridge generational gaps, encourage collaboration, and strengthen the creative economy in Lagos State.
WORLD DANCE DAY CELEBRATION
The Lagos State Council for Arts and Culture commemorated International Dance Day on 29th April 2025 with a vibrant cultural showcase held at its headquarters.
The celebration, themed “Inclusion, Innovation, and Diversity in Dance,” highlighted dance as a universal language that fosters unity, promotes healing, and serves as a powerful medium for cultural expression.
The event reinforced the importance of preserving traditional dance forms as a vital component of Lagos State’s cultural heritage, while also embracing contemporary innovations in performance arts.
9TH CHILDREN’S SUMMER CULTURAL FIESTA
The Lagos State Council for Arts and Culture hosted the grand finale of the 9th Edition of the Children’s Summer Cultural Fiesta 2025 on 9th September at the STO Resource Centre, Alausa, Ikeja.
Over a two-week period, children from various communities across Lagos State participated in activities including dance, drama, music, poetry, crafts, traditional fashion, and indigenous drumming.
Themed “Exposing Culture to Our Children for a Better Tomorrow,” the Fiesta was designed to promote cultural identity, discipline, creativity, and early appreciation of Lagos State’s rich heritage among children.

These initiatives are coordinated through the Office of the Special Adviser to the Governor on Tourism, Arts and Culture, with a focus on sustainability, youth engagement, tourism development, and enhanced global cultural visibility.
Through structured programmes and community participation, Lagos State continues to preserve its rich cultural identity while promoting it as a key driver of tourism and economic growth.

EKO SCHOOLS ARTS AND CRAFTS COMPETITION: FROM MAIDEN EDITION TO 2.0
The inaugural Eko Schools Arts and Crafts Competition launched as a bold platform to discover and nurture creative talent across Lagos secondary and tertiary institutions. The competition drew 153 entries from students statewide.
Beyond the artworks, the entries told powerful stories of Lagos identity, resilience, and imagination. At the grand finale, nine winners emerged across three categories, receiving scholarship awards and a platform to showcase their talent. The success proved one thing: Lagos is brimming with creative potential, and young people are ready to lead the creative economy when given the opportunity.
