In recent weeks, global crude oil prices surged from about <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">$65 per barrel to over $<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">10<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">0 per barrel<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, representing an increase of more than <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">5<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">0<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> percent within <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">weeks<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">This development has pushed up the cost of refined petroleum products across global markets, including <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">premium motor spirit (petrol), diesel, aviation fuel and liquefied petroleum gas (LPG)<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">. Because petroleum products are traded within an integrated global market, fluctuations in crude oil prices <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">are <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">inevitably <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">transmitted<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> to domestic fuel prices in m<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">ost<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">economies, including Nigeria.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s4\"><span class=\"bumpedFont15\">Why Domestic Refineries Cannot Completely Insulate Fuel Prices<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">There is a widespread expectation that the presence of domestic refineries should automatically translate into significantly cheaper petroleum products. However, the economics of refining suggests otherwise.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Crude oil feedstock for refineries is priced using <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">international benchmark prices<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> and denominated in <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">U.S. dollars<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, irrespective of the location of the refinery. Consequently, domestic refineries in Nigeria procure crude oil at prices that reflect prevailing global market conditions.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Even crude supplied by local producers or the national oil company is priced using international crude oil benchmarks. <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Additionally, <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">domestic refineries<\/span><\/span> <span class=\"s2\"><span class=\"bumpedFont15\">also pay a <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">premium of <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">about <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">$<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">3<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">\u2013$<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">6<\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\"> per barrel<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> in order to secure crude supply.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Although <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">domestic<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> crude transactions may be settled in naira under special arrangements, the underlying valuation is still largely based on the <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">naira equivalent of global crude prices<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">. This means that domestic refining operations remain substantially exposed to global crude oil price movements<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> with no price<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">advantage in crude procurement<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Therefore, while local refining can improve supply stability, it cannot completely shield the domestic market from global oil price volatility.<\/span><\/span><\/p>\n<div class=\"s3\">\n<div class=\"s6\"><\/div>\n<p>Logistics Savings Provide a Modest Cost Advantage<\/p><\/div>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">The main cost advantage of domestic refining lies in <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">reduced freight and logistics costs<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> \u00a0<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">Importing petroleum products or crude oil involves significant expenses relating to shipping, marine insurance, port handling, demurrage and other logistics charges. These costs are significantly <\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">moderated<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\"> when crude is sourced domestically and refined locally.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">This advantage becomes particularly significant during periods of global supply disruption, when shipping costs and freight rates tend to rise sharply.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s4\"><span class=\"bumpedFont15\">Domestic Refining Strengthens Nigeria\u2019s Energy Security<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Perhaps the most strategic benefit of domestic refining is the strengthening of <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">national energy security<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">For decades, Nigeria relied heavily on imported petroleum products despite being a major crude oil producer. This paradox exposed the country to significant supply chain risks and frequently resulted in <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">fuel shortages and long queues at filling stations<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">during periods of global supply disruptions.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">The emergence of significant domestic refining capacity is beginning to change this dynamic. These linkages help strengthen Nigeria\u2019s industrial ecosystem and promote deeper value addition within the economy.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">The refining industry also stimulates economic activity across the petroleum value chain, including <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">storage, transportation, distribution, marketing and retail operations<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, thereby creating jobs and supporting broader economic growth.<\/span><\/span><\/p>\n<p class=\"s7\"><span class=\"s4\"><span class=\"bumpedFont15\">Policy Priorities for Sustaining Refining Investments<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Given the strategic importance of domestic refining to Nigeria\u2019s <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">energy security, external sector stability and industrial development<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">, it is essential that the policy environment remains supportive of investment in the sector.<\/span><\/span><\/p>\n<p class=\"s3\"><span class=\"s2\"><span class=\"bumpedFont15\">Government policy should continue to encourage domestic refining through a coordinated mix of <\/span><\/span><span class=\"s4\"><span class=\"bumpedFont15\">trade policy, fiscal policy and monetary policy measures<\/span><\/span><span class=\"s2\"><span class=\"bumpedFont15\">.
